Camera battery indicator not right?

hi i bought a cheap digital camera today. it uses regular aa batteries. i used the batteries that came with the camera today and after a few hours of playing around, the camera suddenly told me to replace the batteries and then turned off. i checked the battery level with a battery tester and they are perfectly fine. i took out the batteries, put them back in and the camera turned on fine…the weirdest part is that the camera’s battery indicator even says that its full.

is this a hardware or software issue, cuz I’m thinking that the camera falsely believes that the battery level is lower than it really is.
